In order to monitor the quality of work of relevant parties involved in certification activities and promote the improvement of certification effectiveness and credibility, in accordance with the "Regulations on Certification and Accreditation of the People's Republic of China" and the "Regulations on the Administration of Compulsory Product Certification", the State Administration for Market Regulation has recently implemented a random inspection of certification effectiveness in the field of mandatory product certification. The relevant results are hereby announced as follows:

1、 A random inspection was conducted on the effectiveness of certification for 2601 batches of products involving 23 certification agencies in the field of mandatory product certification (25 products such as toys, wires and cables, electric bicycles, home appliances, and lighting fixtures). The coverage rate of certification agencies was 67.6%, and it was found that 352 batches of sampled products did not meet the certification requirements.

2、 A random inspection was conducted on the effectiveness of certification for 173 batches of low-voltage components and electric tools in the two product fields that have implemented mandatory product certification self declaration evaluation methods. 28 batches of sampled products did not meet the certification requirements.

3、 The relevant information has been reported to the relevant certification agency, which has revoked 1057 mandatory product certification certificates for certified enterprises that do not meet the certification requirements in accordance with relevant regulations. For products that are found to be seriously non compliant with the revoked certification certificate (see attachment for details) during random inspections, the certification agency shall not accept the certification commission for the product within 6 months; Producers (manufacturers or authorized representatives) are not allowed to reapply for self declaration of products that have been revoked (see attachment) within 6 months.

4、 We have deployed relevant certification agencies to carry out certification quality traceability and investigation, requiring them to further strengthen quality control, improve certification effectiveness, and report the relevant investigation results and improvement measures to the State Administration of Market Regulation. For non compliant products that have implemented self declaration evaluation methods, relevant producers (manufacturers, importers, or sellers) shall stop producing, importing, or selling self declaration corresponding products in accordance with relevant regulations, and conduct risk investigation, rectification and implementation.
